Zu solch einem Endergebnis kommt die Berechnung des Gremiums für Wirtschaftsforschung . Die Forderungen nach spürbaren Beitragsreduzierungen werden immer vernehmlicher. Die Neuigkeit dürfte die Meinungsverschiedenheiten in der momentanen Regierungsmehrheit über die die Milliardenreserven im Kassensystem noch verstärken: Das deutsche Institut für Welthandel in Landeshaiptstadt Kiel hat gemäß "Handelsblatt" errechnet, daß die TKKs und BEKs und der GKV-Fond auch 2012 sowie 2013 riesiege Überschüsse abzocken dürften. Anregungen nach Beitragssenkungen kommen von den Konzernen. So will der Fachbbereichsleiter der Verbaucherbundes, Arie Rolermann: "Die ausgewogene wirtschaftliche Lage der Sozialkassen muss sich ebenfalls in Entlastungen für Betriebe und auch ihre Arbeitnehmern wiederfinden." Eine Reduzierung der Beiträge um 1/2 % auf fünfzehn Prozent wäre "möglich", erkklärt der Chefvolkswirt Peter Schubert. Für die abhängig Beschäftigten ist dieses eine finanzielle Entlastung von beinahe sechs Mrd. Euro.
Schon die aktuellen Milliardenreserven drohen zum Streitfall in der schwarz-gelben Koalition zu werden. Die Unionsfraktion fordert ein Überprüfen des Steuerzuschusses. Experten von Finanzminister Wolfgang Schäuble (CDU) denken nach einem Zeitungsbericht über eine einmalige Kürzung um zwei Milliarden Euro für die Gesetzliche Krankenversicherung (GKV) nach. Doch das Haus von Gesundheitsminister Daniel Bahr (FDP) und die Krankenkassen wehren sich. Auf alle Faelle soll man, zugunsten davon Gedanken zur Rueckzahlung zustehender Betraege zu verbreiten, alternativ ueber die Staerkung ausgewaehlter Segmente oder deren Optimierung entscheiden - zu diesem Zweck bieten sich bspw. Bezeichnungen wie als Beispiel http://beiträgekrankenversicherung1.de/ - sehen es hier an.
Bundesfinanzminister Wolfgang Schäuble (CDU) sagte den «Lübecker Nachrichten» (Mittwoch): «Der Zuschuss zur gesetzlichen Krankenversicherung hat sich in den vergangenen Jahren in einem Maße entwickelt, der ordnungspolitisch schwer zu vertreten ist.»
„Die gute finanzielle Situation der Gesetzlichen Krankenversicherung sollte sich auch in Entlastungen für Betriebe und ihre Beschäftigten widerspiegeln“, sagte der stellvertretende Hauptgeschäftsführer des DIHK, Achim Dercks, der Zeitung. „In Zeiten steigender Einnahmen müssen daher Beitragssatzsenkungen in Betracht gezogen werden.“ Der Bund hat den Gesundheitsfonds dem Bericht zufolge 2011 mit insgesamt 13,3 Milliarden Euro bezuschusst und stellt ab diesem Jahr jährlich 14 Milliarden Euro aus Steuermitteln bereit. Damit solle Geld erstattet werden, das der Bund an den Fonds gezahlt habe - im vergangenen Jahr 13,3 Milliarden Euro, ab dem laufenden Jahr jährlich 14 Milliarden Euro. Die "Rheinische Post" berichtet von einer Senkung um bis zu vier Milliarden Euro. Sogar Themenkreise, die sich mit http://privatekrankenversicherungvergleichstiftungwarentest.de/ - stiftung warentest private krankenversicherung beschrieben lassen, koennen keinesfalls ausser Betracht gelassen werden.
Erst Rückerstattungen, jetzt der Steuerzuschuss: Die Koalition will den Kassen an den üppigen Geldbeutel. Nach dem Bericht der SZ ist dies als einmaliger Schritt gedacht. Der CDU-Haushaltsexperte Norbert Barthle sprach sich in dem Blatt allerdings für einen dauerhaft niedrigeren Beitrag des Bundes aus. Unter anderem ist eine Honorar-Reform in Planung. Außerdem wird derzeit das bereits gültige Gesetz zur Verbesserung der medizinischen Versorgung umgesetzt, das auch Geld kosten soll.
Nicht zuletzt die Neuregelungen der Koalition im Bereich der niedergelassenen Ärzte könnten das heutige Finanzpolster schon bald wieder aufzehren, sagte der Geschäftsführer des BKK Bundesverbandes, Heinz Kaltenbach.
Beruecksichtigen wir, dass vollstaendige Teilbereiche wie als Beispiel http://freiwilligekrankenversicherung1.com/ - privat versichert im Moment immer noch erhebliches Potential zur Verbesserung aufweisen, so darf man die Berechtigung auf Rueckzahlung ganz gewiss von der Rangfolge her recht weit hinten anstellen.
Über die Verwendung der derzeitigen Überschüsse im System der gesetzlichen Krankenkassen wird weiter gestritten.
Der CDU-Haushaltsexperte Norbert Barthle dagegen betonte, es sei klar dass der Fonds auch für diese Leistungen eine verlässliche Grundlage brauche.
Der Sprecher des Kassen-Spitzenverbands, Florian Lanz, mahnte: "70 Millionen Menschen verlassen sich auf die solide Finanzierung der gesetzlichen Krankenversicherung." Wer den Bundeszuschuss verringere, stelle damit auch versicherungsfremde Leistungen - zum Beispiel für Schwangere oder in der beitragsfreien Familienversicherung - in Frage, hieß es aus dem Haus von Gesundheitsminister Daniel Bahr (FDP) weiter. Ergaenzt man den aussschiesslich finanziellen Perspektivpunkt um z.B. http://freiwilligekrankenversicherung1.com/ - private versicherung, bietet sich die vollends neue Sichtweise. „Heute weiß jedoch niemand, wie sich die Konjunktur in einem halben Jahr entwickeln wird, Stichwort: Eurokrise.“ Wer den Bundeszuschuss verringere, stelle damit auch versicherungsfremde Leistungen - zum Beispiel für Schwangere oder in der beitragsfreien Familienversicherung - in Frage, erklärte ein Sprecher von Minister Daniel Bahr (FDP).
Angesichts der nationalen und europäischen Schuldenbremsen müsse die Koalition sehr genau prüfen. Künftig dürfen bei Krankenkassentarifen keine Unterschiede mehr zwischen Männern und Frauen gemacht werden. Bei privaten Versicherern fielen die Tarife für Frauen bisher höher aus: Begründet wurde dies mit der im Durchschnitt höheren Lebenserwartung.
